Strategen has a strong and passionate leadership team who assist and guide the company to provide a broad range of environmental services within WA and across Australia. Our leadership team work to remove environmental complexity allowing growth and development to happen.
The Strategen leadership team are responsible for all operational and management activities of the company, working closely to guide and mentor staff, whilst ensuring the needs and requirements of our clients are met.
Alongside Strategen’s leadership team are the company Board of Directors who oversee key policy, strategic planning and corporate management. The Board comprise:
Darren Walsh joined Strategen as CEO in May 2011 with over 20 years’ experience in government relations, environmental impact assessment and environmental management, with particular emphasis on the land development and mining sectors.
He has a comprehensive knowledge of all key areas of environmental consulting services, provides strategic advice and support across a range of projects and has a high level of expertise in the negotiation of environmental approvals.

Tim Bowra joined Strategen in April 2011 after a successful career with the Department of Environment and Conservation (formerly Department of Conservation and Land Management). Tim has extensive experience in Government processes, senior management, project administration, environmental policy preparation and implementation, environmental approvals and land management.
Tim has extensive experience in the definition of environmental policy, technical environmental management and assessment, environmental approvals and land management within a broad array of sectors including land development, agriculture, mining, industry and infrastructure.
Since 2011, working within Strategen and more broadly within the private sector, Tim has specialised in assisting clients to navigate complex project issues and critical risks within the context of State and Commonwealth legislation. Tim has been instrumental in securing outstanding project outcomes managing critical project and corporate risks for land developers, miners, and industry.
Tim’s extensive knowledge of government processes, combined with his well-established senior government agency networks ensures clients benefit from his ability to establish strategic and appropriate contact with regulators.
Dale Newsome leads Strategen’s Land Development, Ecology and Local Government teams.
Dale Newsome is a Senior Principal with 16 years of experience in the environmental field in roles with industry, Government and consulting. Dale manages and directs multi-disciplinary teams to deliver environmental assessments and achieve approval outcomes. Dale’s regulatory knowledge and technical experience enable the provision of pro-active, strategic advice, designed to keep environmental approvals in line with required project timelines. Dale has successfully applied his knowledge and skills across urban planning and land development, infrastructure, mining, oil and gas, industry and government sectors.
Prior to joining Strategen, Dale was Environment Manager with Perth Airport where he led all matters relevant to corporate environmental responsibility, Aboriginal heritage approvals and cultural engagement and sustainability.
Rob joined Strategen in 2015. He is a Fellow of the Institute of Chartered Accountants with Big 4 experience, both internationally and within Australia. As CFO, Rob is responsible for the financial management of the company and reporting to the Board. Rob is also a Chartered Secretary with skills in corporate governance and risk management, is a member of the Institute of Company Directors and recently completed a Bachelor of Laws.
George King leads Strategen’s Contaminated Sites team.
In a career spanning almost 20 years, George has worked on major projects within WA and internationally, with significant experience in contaminated land management and remediation, hazardous materials management, waste management, contract and project management.
With a background in civil engineering and construction George advanced his career working on major civil engineering and inner-city harbour and riverside redevelopment projects. George has worked on projects that have covered soil and groundwater issues associated with major earthworks and recycling of waste aggregates, asbestos materials, gasworks, waste water treatment works, foundry and landfill removal, phosphorous processing works, oil refineries, bulk fuel storage facilities, solvent/adhesive manufacture and storage and timber treatment works.
Kane Moyle leads Strategen’s Mining and Audit and Compliance teams.
Kane joined the Strategen team as a Senior Principal in January 2018 after a 12-year career in strategic policy and government advocacy.
Prior to joining Strategen, Kane was Manager – Natural Resources at the Chamber of Minerals & Energy of Western Australia (CME) – the peak advocacy organisation for Western Australia’s resources sector. In this role, Kane was responsible for policy and advocacy on issues such as environmental approvals, mine closure and rehabilitation, carbon policy, sustainable development, exploration, Aboriginal heritage and Native Title.
Throughout his professional career, Kane has developed excellent political and government relationships across many environment, industry, natural resource management and social policy agencies at both the state and national level.
Leanne Taylor leads Strategen’s Industry Approvals and Technical Services teams.
Leanne Taylor joined Strategen in 2012 with over 15 years experience in the Western Australian public sector, providing high-level strategic advice to senior executives and Ministers. Leanne’s key areas of expertise relates to the preparation of Environmental Protection Act 1986 approvals, the provision of strategic environmental and approvals advice, environmental impact assessment and management, application of environmental legislation and policy, agency liaison and appeals.
Since joining Strategen, Leanne has provided environmental and approvals advice and support for a number of key projects including Mangles Bay Marina Based Tourist Precinct; Mulga Downs Iron Ore Project and Norwest Energy EP413 Seismic Survey.
Leanne has previously held the office of Deputy Appeals Convenor under the Environmental Protection Act 1986 and in this role was responsible for investigating and reporting on appeals for the Minister for the Environment and coordinating the approval of ministerial statements. Through previous government roles, Leanne also has extensive experience in environmental regulation and has developed well established government agency networks over her career in the Western Australian public sector.
Linden Wears leads Strategen’s Fire Management Planning team.
Linden Wears has a background in both Fire Protection Engineering and Fire Safety Engineering and has worked on a wide range of projects in the industrial, mining, infrastructure, commercial, retail, residential, education and health sectors. Linden has completed a Postgraduate Diploma (Bushfire Protection) and Postgraduate Diploma (Fire Safety Engineering). He is also a BPAD Level 3 accredited bushfire practitioner under the FPAA accreditation scheme and WA accreditation framework.
Linden’s role as a Principal at Strategen is primarily focussed on Bushfire Management including the preparation of Bushfire Management Plans to support large-scale structure plans, multi-lot subdivisions, commercial and individual lot developments in accordance with State Planning Policy 3.7 (Planning in Bushfire Prone Areas) and application of Australian Standard AS3959–2009 Construction of Buildings in Bushfire-prone Areas.
Heath Morgan leads Strategen’s Infrastructure and Water Management teams.
Heath Morgan is an Associate with over 15 years’ experience in environmental assessment, management and engineering. Heath has extensive experience in urban water management, waste and wastewater management, subdivision design, sustainability and environmental impact assessment.
Heath has worked in a wide range of sectors including water, transport and power infrastructure; land development; mining; heavy industry; agriculture; commercial and educational buildings; and Defence bases and training areas. His career has progressed from a focus on civil engineering and waste management strategy, to environmental impact assessment and approvals, environmental management systems, and embedding triple bottom line and whole of life outcomes into major project delivery.
Kim Taylor has extensive experience negotiating outcomes and conditions of project approvals at the most senior levels of government over the past 25 years. In his executive leadership roles liaising with the Western Australian Environmental Protection Authority (EPA), Kim has had a major role in environmental assessments, reporting and Ministerial approval of all major Western Australian projects in from 1996 to 2008 and 2010 to 2017.
With more than 25 years’ experience in environment and water portfolio executive and senior government roles Kim’s expertise in legislative interpretation, government policy application, assessment and offset determination across all legislated environmental impacts and issues is unrivalled.
Kim joined Strategen directly from his role as head of the State’s Office of the Environmental Protection Authority (which he held for seven years). Kim has extensive experience and practical knowledge of legislation, policies, procedures and technical matters required in obtaining environmental approvals through both State and Commonwealth environmental processes. Kim has been involved in environmental impact assessment of a comprehensive suite of major projects in WA that include mining, industrial, infrastructure and land development. Kim also has a comprehensive knowledge of water policy, legislation and strategic issues within the State through his experience as Director-General of the former Department of Water and with the Water Authority.
Dr Philip Bourgault has more than 20 years working experience in contaminated sites, acid sulfate soils, salinity, groundwater hydrology and urban water management. He joined Strategen as a Principal in 2015. He held senior management positions in the area of contaminated sites for ENV Australia (Greencap) between 2012 and 2014 and was the Technical Director – Water Science between 2007 and 2011 and Technical Director – Contaminated Sites between 2004 and 2007 for RPS Group.
Kathy Choo joined Strategen in 2018 as a Principal working in the Land Development team.
Kathy has 18 years of project experience across Western Australia. She has experience designing, conceiving, and managing multi-disciplinary environmental impact assessment projects within the land development sector. Kathy is skilled at providing clients with high-level strategic advice on the best course of action when navigating the environmental approvals process.
Kathy is a skilled negotiator with excellent relationships across the industry and within government agencies. Kathy’s previous experience demonstrates an ability to take on a strategic role within projects, lead teams and provide senior technical support to Team Leaders and Project Directors.
Jonathan joined Strategen in 2018 as a Principal working in the Industry Approvals team.
Jonathan brings with him over 18 years of experience in environmental assessment, management and regulation across government, consultancy, and industry. Jonathan gained his qualifications in the United Kingdom in environmental geoscience and has significant experience and ability in understanding environmental regulatory, management and compliance frameworks, and stakeholder management issues.
Jonathan has an in-depth working knowledge of State and Federal environmental legislation and approval processes and has experience across a range of regulated premises that include LNG plants, metal refineries, power stations, waste to energy plants, asphalt and concrete plants, and intensive agricultural activities.
Jonathan joins Strategen from his most recent role as a Senior Manager Industry Regulation for the Department of Water and Environmental Regulation.
