Kwinana Refinery – WA Lithium and LandCorp

Site selection and environmental approval strategy and review

Strategen worked closely with WA Lithium, leading the site selection assessment and environmental screening review of refinery alternatives for the joint venture between Kidman Resources Limited and Sociedad Química y Minera on the proposed Earl Grey Lithium Mine.

Working with WA Lithium and LandCorp, Strategen evaluated the approval strategy for a number of potential sites, including the site at Kwinana and assisted WA Lithium identify potential risks and opportunities at each site, and led workshops to help define the preferred alternative.

Construction on the refinery is expected to start mid 2019 producing around 40,000 tonnes per annum of lithium carbonate and/or lithium hydroxide and will create more than 400 jobs.

Paroo Station Mine – Rosslyn Hill

Approval and strategy

Strategen has assisted Rosslyn Hill with approvals for expansion of their Paroo Station Mine, the world’s largest lead carbonate mine, and development of a new Hydramet Plant.

Development of the Hydramet Plant lead refining technology will allow the site to transition from a relatively short-life, high cost, and moderate risk lead concentrate operation to a longer-life, lower-cost, and lower-risk lead metal producer.

Strategen provided the strategy for approval pathways to reduce timelines and risks to the project and assisted with the development of the necessary assessment documentation.

The complex approval history of this site was well understood by the Strategen team and they have been a key partner in working towards returning this mine to operation and the potential for downstream processing of another mineral deposit in Western Australia.

Cliffs Hill Mine – BHP

Ecological surveys

Strategen was commissioned by BHP to undertake a reconnaissance flora and vegetation and level 1 fauna survey for its Cliffs Hill mine, which is located approximately 680 km north-east of Perth and 80 km to the south of Wiluna.

The project will develop a haul road connecting the Cliffs Mine to the Mount Keith Satellite Project. Strategen undertook:

  • reconnaissance flora and vegetation survey
  • Level 1 fauna survey.

The Cliffs Nickel Mine is an underground operation owned by BHP Billiton and is a large nickel deposit, the eighth largest in the Yilgarn Block. Mount Keith is an open pit nickel mine, four kilometres south of the Mount Keith Nickel Mine.

One Botanist and one Zoologist undertook two cold days of surveying at more than 500 m, where winter temperatures average just 6oC!

The surveys are to assist in applying for a Native Vegetation Clearing Permit for the proposed development. Much of the survey area was in excellent condition and during the survey no conservation significant flora or fauna were recorded.

Eneabba Mineral Sands Mine

PER and environmental approvals strategic advice

The Eneabba Mineral Sands Mine is an existing sand mine north of Perth which uses dry mining methods to extract zircon and titanium minerals (known as heavy mineral concentrate).

Strategen has assisted in preparing a Public Environmental Review document for an expansion of the mine to satisfy state and Federal requirements, under a bilateral agreement between the agencies, and has also assisted in preparing a Mine Closure Plan.

The proposal will be released for public comment in the near future and Strategen is providing strategic advice on the environmental approvals process as required.
